The council convened for 11 minutes on June 25 to schedule public hearings on proposed Local Law No. 4 of 2026. The law would amend city charter Section C-40, the provision governing when the mayor may declare a state of emergency. Three separate public hearings are required because the law amends the city charter.
Before the vote, Council Member Favreau raised a concern that the draft schedule placed all three hearings on the same date, limiting access for residents who could not attend that day. Council President Steele agreed and the schedule was adjusted to span two dates.
Neither Mayor Mantello nor the corporation counsel attended the meeting. Residents who testified cited the city charter provisions requiring both to be present at all council meetings, and noted that the mayor's Flock Safety camera emergency declaration was then in its 85th day.

The council voted 7-0 to schedule three public hearings on Local Law No. 4 of 2026. The law would amend the city charter by repealing and replacing Part 3, Article VIII, Section C-40, the provision defining when the mayor may declare a state of emergency.
Council Member Spain-McLaren moved the resolution; Council Member Struber seconded. After Favreau's request to spread the hearings across multiple dates, the schedule was amended:
Committee review is planned for August 20. If no amendments are made after the hearings, the council could take a final vote in September.
Avi Minard (5th Ave) cited the city charter provision requiring the mayor to attend all regular and special council meetings and take part in discussion. No one from the administration was present. Council President Steele acknowledged the concern and expressed hope for more collaboration and cooperation from the administration.
