Synopsis

The May 7 Finance Committee opened at 6:03 PM with the City Controller presenting the FY 2025 Annual Financial Report: surpluses in every operating fund and $72.2 million in city cash. The Troy Community Land Bank posted $821K net income. The Regular Meeting followed at 7:44 PM and adjourned at approximately 9:13 PM.

The council introduced Local Law 3 to establish standards governing the city's use of Automatic License Plate Reader (ALPR) systems and scheduled a public hearing for June 4. No vote was taken on introduction. Mayor Mantello attended and spoke against the proposed law, arguing it would impair police operations. Public comment during the meeting was in support of regulation.

All 20 ordinances and resolutions on the agenda passed 7-0. Items reviewed at the April 23 Finance Committee were taken up at this Regular Meeting, including the $200K Lansingburgh Main Street grant, water and sewer infrastructure improvements, and proclamations honoring International Workers' Day, Harvey Milk Day, and the North Central Community Solidarity Group.

Key cost drivers year-over-year: pension costs up $1.2 million; healthcare costs up $1.5 million. The city is replacing the legacy KBS accounting system with Tyler Technologies.

Council members asked for reconciliation of the Proctors/City Hall accounting: the purchase price was $1.8 million, but $2.8 million appears on the LDC books, a $1M discrepancy reflecting renovation costs. Council members also raised structural questions about inter-fund transfers from the Water Fund to the General Fund and asked for clearer documentation going forward.

Troy Community Land Bank: 2025 Report

The Land Bank reported strong 2025 results: 791 River Street sold; 4 Habitat for Humanity homes completed; a $500,000 homeowner repair program launched (income limit: 120% AMI); 13 new homes in the pipeline. Net income for 2025: $821,000. Net position: $1.6 million.
