Synopsis

The council overrode Mayor Mantello's veto of Good Cause Eviction 7-0 on April 9, making Troy the 20th municipality in New York State to opt into Article 6-A of the Real Property Law. The Finance Committee had convened at 6:30 PM with the full council and approximately 20 members of the public before the Regular Meeting opened at 7:14 PM.

The Finance Committee also approved a five-year license agreement with BabblingBrookNY Corporation for the Frear Park restaurant concession. Council members pressed on a blank in the special event fee provision (a 2% revenue share still under negotiation), the permanent building design process, and the administration's public announcement of the deal as final before the council had voted. Favreau noted on the record that even at year-five rent projections, the taxpayer subsidy would still run approximately $205K/year.

In the post-meeting public forum, CSEA representatives described a situation where a draft labor contract had been delivered to the city in November 2025 and the administration had not substantively responded for nearly four months. When the administration finally engaged, it proposed reading the contract "word-for-word, line-by-line" — a process that every labor relations specialist consulted called unprecedented. CSEA filed improper practice charges with PERB.
