Synopsis

The council's first Regular Meeting passed a resolution condemning ICE enforcement 7-0, introduced Good Cause Eviction (Local Law 1), and enacted the six-month BESS moratorium. Approximately 50 members of the public attended; all seven council members were present. Mayor Mantello, Corporation Counsel Morrissey, and Communications Director Horton attended from the administration.

The council scheduled Good Cause Eviction and a remote participation law (Local Law 2) for joint public hearings on February 19. Good Cause drew 15 pre-agenda speakers, nearly all in support. McKee strengthened the ICE resolution by amending it to reference Governor Hochul's "Local Cops, Local Crimes Act."

Campbell-Cohen amended the BESS moratorium to narrow application to commercial facilities only, preserving residential solar. The council also approved the Colonie tactical team agreement with a date correction — the administration had submitted it with retroactive 2025 language — and amended the Black History Month resolution to add historically significant Troy residents by name. Resolution 24 honored the late Joe Fama, founder of the Troy Architectural Program, who had died the week before.

In the post-agenda forum, Eric Spinner described the Harbor Point code enforcement failure: 80 apartments demolished, 120 people permanently displaced, while the landlord walked away with $2 million in profit.
